Consider your post rephrased thusly:
"Depends if they are in Alaska or not... ;-)
You can also blacklist for certain protocols only to prevent Alaskan
spam while still allowing browsing to those sites".
Let's not be singling out any country or region as *the* spam source --
spammers are ubiquitous and subscribers to this mailing list live in all
corners of the globe.
