[Shorewall-users] Q: Problem about "INCLUDE" directive

Greetings,
I am trying to break my shorewall/rules file into a series of
smaller files using the INCLUDE directive. The plan is that each IP
managed by shorewall should have it's own rules file.
My shorewall/rules file now contains, among other lines:
INCLUDE rules-128.208.120.70
INCLUDE rules-128.208.120.71
etc.
However, when I start Shorewall I receive the following message:
Error: Invalid Target in rule "INCLUDE rules-128.208.120.70"
Processing /etc/shorewall/stop ...
In this case, rules-128.208.120.70 is an empty file, so it can't be that
there is a problem with a rule in that file.
The permissions are the same for rules as for rules-128.208.120.70, so I
don't think that's the problem.
I searched the archive for related threads and came up with nothing.
Would you mind pointing me in the right direction?
