You can use any port for SSH.  The trick is telling the client which
port to use.

on a command line you use '-p'  try man ssh.

So in shorewall you would assign fw,port 22 to machine 1, port 22, and
fw, port 222 to machine 2 port 22.

           FW			Machine1
                 22            --->   22

                                       Machine2
                 2222         --->  22
